Duties and Responsibilities
- Plan, survey, design, inspect, and analyze engineering works related to highway maintenance, traffic safety, and small-scale construction projects of highway districts.
- Plan and implement medium-scale construction projects and maintain assigned highway networks.
- Carry out land acquisition and legal affairs.
- Operate and manage vehicle weight control stations.
- Plan, manage, and maintain machinery and vehicles.
- Plan, supervise, and monitor operations of highway districts in accordance with policies, plans, and objectives.
- Process permits in accordance with highway laws as assigned.
- Provide consultation, guidance, and technical support to highway districts and other agencies.
- Coordinate and support operations with related agencies as assigned.
General Administration Division
- Responsible for correspondence, finance and accounting, procurement and contracts, and public relations.
- Collect, monitor, prepare reports, and provide information.
- Provide consultation on general administration.
- Coordinate with relevant agencies.
Planning Division
- Develop strategic plans for maintenance and area-based development.
- Prioritize maintenance, safety, and construction projects.
- Develop organizational strategies.
- Prepare annual operational and budget plans.
- Monitor and accelerate implementation of plans in accordance with policies.
- Plan construction and maintenance projects as assigned.
- Supervise and monitor highway district performance.
- Control special projects to meet planned targets.
- Evaluate performance and develop improvement plans.
Traffic Safety Division
- Plan, inspect, and provide guidance on traffic safety.
- Control and manage safety operations according to plans.
- Manage vehicle load control and weighing.
- Review requests within highway areas in compliance with laws and regulations.
- Maintain buildings, residences, and related equipment.
- Monitor, resolve issues, and report performance.
- Provide consultation on standards, traffic signs, and safety equipment.
Survey and Design Division
- Conduct route and topographic surveys.
- Survey and design roads, bridges, and related structures.
- Support construction survey activities.
- Design solutions for specific site problems.
- Verify as-built drawings after construction.
- Ensure accuracy and manage construction data systems.
- Design materials for project public relations.
- Develop proactive designs to prevent future issues.
- Monitor, resolve issues, and report performance.
- Provide technical consultation and introduce new technologies.
Materials Testing and Engineering Analysis Division
- Survey sources of construction materials.
- Maintain material source databases meeting standards.
- Test material quality and design material mixes.
- Provide guidance on material usage.
- Analyze pavement damage.
- Design pavement structures.
- Control surface materials.
- Monitor, resolve issues, and report performance.
- Provide technical consultation and introduce new maintenance technologies.
Legal and Land Division
- Handle land acquisition within highway areas.
- Manage land reserves outside highway areas.
- Control and manage highway land and assets.
- Provide legal guidance and support to highway districts.
- Approve legal transactions under delegated authority.
- Handle civil and criminal cases.
- Handle administrative cases.
- Handle disciplinary matters.
- Monitor, resolve issues, and report performance.
- Propose improvements to laws and regulations.
Construction Control Division
- Plan and supervise construction and rehabilitation projects.
- Analyze and improve construction management systems.
- Provide modern technology and knowledge to supervisors.
- Establish measures to reduce construction impacts.
- Monitor, resolve issues, and report performance.
- Provide knowledge on construction standards and specifications.
Mechanical Division
- Plan usage, repair, and maintenance of machinery.
- Maintain machinery in operational condition.
- Provide machinery rental services.
- Support machinery operations for highway activities.
- Provide technical consultation and introduce new technologies.
- Coordinate efficient use of machinery and equipment.
- Monitor, resolve issues, and report performance.
- Propose machinery development improvements.
Information Technology Division
- Analyze and prepare annual expenditure reports.
- Prepare maintenance cost reports.
- Develop statistical systems for data collection and analysis.
- Develop information systems and databases.
- Install and maintain IT equipment.
- Monitor, resolve issues, and report performance.
- Develop and improve information systems and networks.
Electrical Division
- Design, plan, and inspect electrical systems, lighting, air conditioning, communication, and electronic equipment.
- Plan maintenance and development of electrical systems.
- Provide consultation on installation and maintenance standards.
- Coordinate with agencies on electrical and telecommunication systems.
- Support maintenance of electrical systems in machinery.
- Support IT system installation and maintenance.
